In response to a new state law aimed at reducing classroom distractions and promoting student well-being, Norman Public Schools has adopted Policy 4014, which limits the use of personal electronic devices during the school day. The policy was approved by the Board of Education on June 23, 2025 and goes into effect with the start of the 2025–2026 school year.

Senate Bill 139, passed by the Oklahoma Legislature, requires all public school districts to adopt a policy that prohibits student use of personal electronic devices from bell to bell. The law takes effect on July 1, 2025, and will apply during the upcoming school year.

The new policy applies to all personal electronic devices that can connect to a smartphone, the internet, or a wireless network — including cell phones, smartwatches, earbuds, tablets, and similar items. School-issued or school-approved instructional devices are not affected.

Under Policy 4014:

  • Students must turn off and store devices out of sight during the school day, including during lunch and passing periods

  • Violations will be addressed through the district’s student code of conduct

  • Exceptions are allowed for emergency use, documented medical needs, and approved assistive technology as outlined in a student’s IEP, 504 Plan, or medical plan

“Limiting the use of personal electronic devices during the school day helps students stay present, reduce distractions, and build stronger connections with peers and teachers,” said Dr. Stephanie Williams, Executive Director of Student Services. “We know this is a change for many students and families, and we are committed to supporting everyone through a clear policy, education around the purpose behind it, and fair enforcement.”

Norman Public Schools’ three-pronged approach includes:

  • Education – Helping students understand how the change supports their learning and well-being

  • Enforcement – Consistent and reasonable enforcement practices across all campuses
