  • 2019-2020 Transfer Requests

    Transfers are approved or denied based on student’s standing (attendance, grades, behavior), enrollment numbers, and space available at the site requested. For the 2019-2020 school year, decisions on new K-8 transfer requests will be made when enrollment confirmation is complete. Decision notification will be made in early August. Kindergarten transfer requests are new requests.

    All parents/guardians, including those with pending transfer requests, are asked to complete online registration when it opens for the 2019-2020 school year and confirm enrollment at their attendance area school during enrollment confirmation in late July.

    General Information on Transfer Requests

    Before requesting a transfer, parents should understand they are responsible for providing transportation for their child to and from school, and the transfer may be revoked by the school principal if the student’s grades, attendance, transportation arrangements, or behavior reach an unacceptable level.

    There are three types of transfer requests:

    • In-district - for students who already live in the Norman Public School District boundaries but request to attend an NPS school that is not their home school.
    • Open - for students who live outside the Norman Public District boundaries but request to attend an NPS school.
    • Emergency - for students who live outside the Norman Public District boundaries but request to attend an NPS school, however, their request is made after the open transfer request deadline.

    Customarily, the district is unable to make transfer decisions on new transfer requests until the following year's projected enrollment is received near the end of May or even as late as the beginning of August when we conduct confirmation of enrollment.

    Transfer requests must be renewed annually.

    In-District Transfer requests may be requested by filing an application for transfer of school site within the NPS district. Parents must reside within the NPS district boundaries before applying. Parents of multiple children seeking placement must submit a separate application for each child. Please keep in mind that:

    • In-district transfer requests are not required for Pre-Kindergarten students.
    • Transfer requests for kindergarten students generally cannot be acted upon until after confirmation of enrollment, which occurs in early August. This is because kindergarten enrollment is historically high and students who live in the attendance area must be accounted for prior to accommodating any transfer requests.
    • Students in grades 9-12 who play varsity sports should check OSSAA eligibility requirements prior to applying for a transfer.
    • Parents who are awaiting action on a pending transfer should enroll their child in the school that is located in their attendance area.

    Open Transfer requests for out-of-district students may be requested by filing an application with the receiving district between Jan. 1 and May 31 of the preceding academic year for which the transfer is desired. Grades, attendance, and discipline records from the student’s previous academic year are required with the application. Please keep in mind that:

    • In-district students are given priority for pre-kindergarten enrollment drawings. If openings in Pre-Kindergarten programs are still available after April 18, out-of-district transfers will be considered.
    • Transfer requests for kindergarten students generally cannot be acted upon until after confirmation of enrollment, which occurs in early August. This is because kindergarten enrollment is historically high and students who live in the attendance area must be accounted for prior to accommodating any transfer requests.

    The parent/legal guardian must submit this application to the receiving district no later than May 31. The Board of Education of the receiving district will notify the parent of their decision by July 15. No later than August 1, the parent must notify the receiving district of their intent to enroll. Failure of parents to notify the district as required may result in loss of the student's right to enroll in the district for that year.

    Emergency Transfers for out-of-district students may be requested by filing an application with the receiving district beyond the Open Transfer deadline. Grades, attendance, and discipline records from the student's previous academic year are required with application. Parents must also attach a written explanation of the reason for the emergency transfer.

    Transfer Priority Considerations

    Transfer requests are not considered on a first-come/first-served basis, but by priority levels and classroom space.  Most often, transfers will not be reviewed until projected enrollment is compiled in late May. Transfer priority levels are as follows:

    1.  Junior or Senior level students affected by residence change within the district.
    2.  Siblings of a student currently in attendance on transfer.
    3.  District employee's children.
    4.  Student who has continuously attended as a resident of a Norman school for at least two years and are subsequently affected by a residency change within the district.
    5.  Students currently attending on a transfer who desire to remain at the school and within its vertical feeder pattern.
    6.  A student whose parent(s), is employed outside of the home, or are unable to care for the pupil and must secure care for the child during part of the day in an area where care is available.
    7.  A student who resides in the District and is supporting themselves entirely by their own efforts.
    8.  A high school student whose work schedule creates a hardship in attendance in his/her regular attendance area.
    9.  All other NPS students requesting transfers.
