Transfer Requests

There are two types of transfer requests:

Intra-district transfers are for students who live in the attendance boundaries of Norman Public Schools (NPS) but are requesting to attend an NPS school that is not their home/neighborhood school.

Open transfers are for students who live outside of the attendance boundaries of Norman Public Schools (NPS) but request to attend an NPS school.
Transfer forms can be completed using any device. Parents who need access to technology to complete a transfer request form may visit Student Services at the Administrative Services Center located at 131 S. Flood, or any school site during regular school hours.

What do I need to know before requesting a transfer?

Parents/Guardians are responsible for providing transportation for their child to and from school.

Transfers may be denied for any of the following reasons:
-
The desired grade-level at the school site requested has exceeded its enrollment capacity (see link below for more information);

There are incidents of student discipline for reason(s) outlined in 70 O.S. § 24-101.3;
-
The student has a history of absences, which is defined as ten or more unexcused absences in one semester 70 O.S. § 8-101.2 (B)(2).

The district’s capacity and vacancy numbers for each grade and school for open transfers can be found using the Open Transfer Capacity and Availability table.

Transfers for siblings are considered separately, but we will attempt to serve families in the same school setting when/where possible. However, it may not be the first choice school if those schools are at capacity.

Secondary transfer students must abide by eligibility requirements established by the Oklahoma Secondary School Activities Association (OSSAA) for OSSAA-sanctioned activities.

Transfers may be revoked at the end of a school year for any of the following reasons:

There are incidents of student discipline for reason(s) outlined in 70 O.S. § 24-101.3; and/or
-
The student has a history of absences, which is defined as ten or more unexcused absences in one semester 70 O.S. § 8-101.2 (B)(2).

Pre-K Transfer Requests
-
Intra-district transfer requests are not accepted for Pre-Kindergarten (Pre-K) students because Pre-K students living in Norman are placed according to Pre-K enrollment procedures.

Open transfer applications are required for Pre-K students that do not live in Norman’s attendance area.

Do I have to request a transfer every year?
-
The current year's transfers are extended for the next school year in January/February upon receipt of the parent’s acknowledgement of transfer guidelines and student’s continued adherence to attendance and behavior expectations. If there is any change in a student’s extended transfer status based on attendance or behavior, the parent/guardian will be contacted by a school principal.

When are transfer request accepted?

Transfer requests will be accepted according to the schedule below subject to capacity limits and the reasons authorized to deny a transfer request.

Intra-District and Open Transfer requests for the current school will be accepted at any time during the school year.

New intra-district transfer requests for the next school year may be submitted beginning February 15, and must use the online form (English Form / Spanish Form).

New open transfer requests for the next school year may be submitted beginning June 1, 2023, and must use the State Department of Education Online Application linked above. Districts will begin processing requests July 1, 2023.

Open transfer decisions are made in the order received on a first-come, first-served basis subject to capacity, attendance history, and/or discipline history.

When will I receive a transfer decision?

The district will make every effort to approve the majority of transfers by August 1. However, some may not be approved until just before the first day of school since they are dependent on our most current enrollment numbers at each school. Parents/Guardians will be contacted directly about the status of their child's request when a decision is made.

Parents/Guardians awaiting action on a pending transfer request must enroll their child in the school that is located in their attendance area.

Decisions about transfers during the current school year will be made within 30 days of receipt for a transfer request to ideally occur at the next natural break in instruction. Transferring at a natural break in instruction is in the best interest of students to ensure continuity and alleviate gaps in learning. A natural break in instruction for elementary students is at each quarter. A natural break in instruction for secondary students is the semester.
