Norman Public Schools is committed to gathering input from stakeholders so that we can better pursue our mission to prepare and inspire all students to achieve their full potential. We recognize and place great value on the voices of parents, teachers, administrators and community members and have put in place numerous councils and advisory groups to give opportunities for sharing, discussion and problem solving. Below you will find a list of these groups as well as information about their membership and purpose. If you would like to be a part of one of these groups or submit items for their consideration, please contact the appropriate chairperson.

Staff Development Committee
Chaired by: Sarah Seymore, Director of Professional Development and Student Achievement
Contact: Sarah Seymore, 405-366-5856, sseymore@normanps.orgGoal: The goal of the Staff Development Committee is to provide opportunities for professional development through district, departmental, and site-based programs where teachers and administrators may gain knowledge and skills:
- To improve effectiveness in their assignment, and
- Contribute as a staff member to the meeting of site and district goals.
Focus: This committee is designed to provide leadership, analysis, and recommendations centered around annual goals. All decisions must be aligned with the Norman Public School District Board of Education policies and procedures, including the District’s Strategic Plan.
Outcomes/Tasks:
- To make recommendations concerning district staff development
- To facilitate communication and networking
- To ensure the knowledge base of the committee members
- To clarify and maintain our organizational structure and management practices
Responsibilities: Facilitation of the District Teacher of the Year Program, Rookie Teacher of the Year Program, Mentor Teacher Program, and Professional Learning for certified and support staff
Resources: The committee utilizes Title II Funds for Professional Learning.

New Teacher Liaison Advisory
Chaired by: Sarah Seymore, Executive Director of Professional Development and Student Achievement
Contact: Sarah Seymore, 405-366-5856, sseymore@normanps.orgGoal: The goal of the New Teacher Liaison Advisory is to provide support for teachers new to Norman through site-based professional learning.
Focus: This advisory is designed to provide additional site-based support for teachers in their first year in Norman. All decisions must be aligned with the Norman Public School District Board of Education policies and procedures, including the District's Strategic Plan.
Outcomes/Tasks:
- To facilitate on-site professional learning during new teacher induction
- To facilitate monthly networking meetings for new teachers
- To ensure new teachers assimilate into school culture
- To support and retain educators
Resources: The committee utilizes Title II Funds for Professional Learning.
Membership: Membership includes 1 liaison per elementary site and 2 liaisons per secondary site. New teacher liaisons are appointed by their building principal.

Climate and Culture Council
Chaired by: Stephanie Williams, Executive Director of Student Services
Contact: Stephanie Williams, 405-573-3501, swilliams7@normanps.orgGoal: The goal of the Climate and Culture Council is to provide feedback and create recommendations and actionable steps that help the district grow and implement strategies and practices that focus on creating a climate where all members feel valued, respected, and have a sense of belonging.
Focus: This committee is designed to provide guidance, analysis, and recommendations centered around the district's strategic focus of creating a Culture of Belonging. All decisions must be aligned with the Norman Public School District Board of Education policies and procedures, including the District's Strategic Plan.
Outcomes/Tasks:
- To make recommendations
- To collaborate and facilitate communication and networking
- To serve as champions and implement strategies at the site or department level
Membership and Meeting Framework: The Executive Director of Student Services will determine membership appointments after receiving recommendations. Each member will be asked to commit to a 3-year term. Meetings will be held quarterly. Unless circumstances warrant absences, if an assigned member is absent for two meetings, a replacement will be asked to serve in that position.

Recruitment Cadre

Focus: This committee is designed to provide guidance, analysis, and recommendations centered around the district's strategic focus of recruiting and retaining a diverse world-class workforce. All decisions must be aligned with the Norman Public School District Board of Education policies and procedures, including the District's Strategic Plan.
Outcomes/Tasks:
- To make recommendations concerning recruitment and retention strategies
- To facilitate communication and networking
- To ensure the knowledge base of the committee members

Lois Annesley Support Employee of the Year Selection Committee
Chaired by: Holly Nevels, Associate Superintendent and Chief Human Resource Officer
Contact: Holly Nevels, 405-447-6599, hnevels@normanps.orgGoal: The goal of the committee is to collect nominations and select the district’s Support Employee of the Year.
Focus: Lois Annesley was a support employee in Norman Public Schools for 49 years. At the time of her retirement in 2017, she has served as executive assistant to 4 Norman Public Schools’ superintendents. While Mrs. Annesley preferred to remain in the background, and initially attempted to withdraw her name for consideration for the award ultimately named in her honor, she quietly ensured that the school district ran smoothly and was well cared for during her tenure. She did her job in ways that made others’ jobs easier. She was a hard worker and a nurturer; she always had a smile and a kind word, even on the most challenging of days. She brought joy to her work and to the people with whom she worked. In addition, she had a skill-set and work ethic that was unmatched. Her kindness, customer service, knowledge, talent, dedication, and loyalty are characteristics any recipient of this award should embody alongside our district core values of integrity, inclusion, optimism and collaboration -- also hallmarks of Ms. Annesley’s legacy and work in Norman Public Schools.
Outcomes/Tasks:
- To review nominations and select finalists for the award
- Conduct interviews with all finalists in order to narrow to the award winner.
- To present the award at the Celebration of Excellence annually and to recognize the finalists and winner at a Board of Education meeting.

Bond Advisory Committee

Citizens Advisory Council

Outcomes/Tasks:
- To provide information to parents on issues facing Norman Public Schools and education as a whole
- To gain feedback from parents on issues facing Norman Public Schools and education as a whole
Responsibilities: The responsibility of the Citizens Advisory Council representative is to share the information gained at meetings with their school, through PTA meetings or direct communication, in coordination with their site principal.
Membership: Parent Representatives are made up of four per High School, two per Middle School, one per Elementary School, and two from Dimensions Academy. Members are asked to serve on a two-year rotation.

School Safety Advisory

Responsibilities: The responsibility of the SSAC representative is to share the information gained at meetings with their fellow community members.

Financial Secretary Advisory
Chaired by: Janine Warren, Accounting Coordinator
Contact: Janine Warren, 405-447-6554, janiner@normanps.orgGoal: The goal of the Financial Secretary Advisory is to provide training in Oklahoma Cost Accounting System (OCAS), State laws, and NPS financial transaction procedures. Also, to provide a communication link between the Finance Dept staff and the site and district financial secretaries.
Focus: This advisory is designed to provide training for all financial secretaries so they will be equipped with the knowledge necessary to perform their job responsibilities according to State and NPS requirements.
Outcomes/Tasks:
- Provide detailed information regarding OCAS changes/requirements
- Provide updates to district financial processes and procedures
- Sharing of specific instructions and best practices in the use of district accounting software
- Opportunity to gather secretary feedback and/or input
Responsibilities: Attend financial secretary meetings, sharing information and best practices so all secretaries have the opportunity to network and learn from each other.
Resources: The advisory board utilizes in-person meetings, as well as zoom meetings, to be flexible and to meet the needs of the financial secretary
Membership: Membership includes the Business Office staff and all site and district financial secretaries.

New Principal Finance Advisory
Chaired by: Brenda O'Brian, Chief Financial Officer
Contact: Brenda O'Brian, 405-366-5801, brendab@normanps.orgGoal: The goal of the Principal Financial Training Advisory is to provide training in Oklahoma Cost Accounting System (OCAS), State finance laws and NPS financial transaction procedures. Also, to provide a communication link between the Finance Dept staff and the site principals.
Focus: This advisory is designed to provide training for all principals so they will be equipped with the knowledge necessary to understand school finance and to be informed as to how their site’s budget is determined and what funds are available for their site needs.
Outcomes/Tasks:
- Provide information regarding OCAS changes/requirements

- Sharing of specific instructions and best practices in the use of district accounting software
- Opportunity to gather principal feedback and/or input

Norman Select Advisory Committee on School Finance
Chaired by: Brenda O'Brian, Chief Financial Officer
Contact: Brenda O'Brian, 405-366-5801, brendab@normanps.orgGoal: The committee is being developed to create a group of informed citizens who will have detailed knowledge about school funding in Oklahoma and how the information relates specifically to Norman Public Schools. Topics on various financial issues including, but not limited to: Budget guidelines, assessment, state aid short and long-term financial planning, bond or tax levy issue activities, tax increment financing, and/or other financial areas as may be deemed necessary.
Outcomes/Tasks:
- The committee will hear presentations on school finance and state law related to public schools, and analyze the financial impact of this information on Norman Public Schools.
- The committee will be informed on the overall budget as it is developed and as it changes.
- The committee will be informed of the School Bond Election Process, including the district's bonding capacity and projects being planned for the next Bond Election. Project budgets and status reports will be provided for information and transparency.
- The committee will provide recommendations or other financial analysis as requested by the CFO, Superintendent, or Board of Educaiton.
Responsibilities: Advisory members are expected to attend and participate in every meeting. Members will be a continuing source of information for others in the community and for our legislative representative concerning the funding decisions that affect Norman Public Schools.

Calendar Committee
Chaired by: Holly Nevels, Associate Superintendent and Chief Human Resources Officer
Contact: Holly Nevels, 405-447-6599, hnevels@normanps.orgGoal: The goal of the district’s calendar committee is the preparation of the academic calendar for each school year two years hence, which must be presented to and adopted annually by the board of education in accordance with board policy 2000.
The district’s calendar committee reviews expectations and requirements provided by the Oklahoma State Department of Education (OSDE) regarding academic calendars in public schools as well as any practices unique to Norman Public Schools and/or practices previously approved by the board of education regarding the days or hours calculation on instructional minutes.
Focus: Creating and/or revising the academic calendar for Norman Public Schools annually and as needed should disruptions and/or other unexpected events occur throughout the school year.
Providing a calendar recommendation two years hence to the board of education by January annually.
Outcomes/Tasks:

Goal: In accordance with the Norman Public Schools Procedural Agreement, the district and association team will complete interests-based bargaining each year in order to reach a tentative agreement between Norman Public Schools certified educators and the Board of Education.The district and the association will annually participate in good faith, interest-based bargaining in order to reach a tentative agreement that will then be presented to the NPS Board of Education and the NPS Certified Educators for ratification.
Focus: Bargaining through a collaborative process in order to reach tentative agreement and high-quality outcomes.

- A note-taker/record-keeper is assigned annually and is responsible for recording issues, possible remedies, resolutions and any other notes based on the interests-based bargaining process.

Focus and Responsibilities: The Local Advisory Committee assists in the formation of district goals for gifted and talented education, development of the GEP, preparation of the district report on gifted and talented child count, and performs other advisory duties as requested. The Local Advisory Committee MAY NOT identify or have access to student-level data. Student data is confidential and the committee includes parents and community representatives who do not have access to this confidential data.
Resources: No funding source is needed. Advisory members are elected and serve on a volunteer basis.

Elementary Science Advisory
Chaired by: Jeffrey Patterson, Science Coordinator
Contact: Jeffrey Patterson, 405-573-3511, jefferyp@normanps.orgGoal: The goal of the Elementary Advisory Board is to represent the voices of the teachers and principal(s) in each building and provide a communication link between the building staff and district-level staff.
Focus: This advisory board is designed to provide leadership, analysis, and recommendations centered around annual goals. All decisions must be aligned with the Norman Public School District Board of Education policies and procedures, including the District’s Strategic Plan.
Outcomes/Tasks:
- Develop short and long-range goals in each of the 4 content areas that target identified academic needs across school sites and/or the district strategic plan
- Sharing of ideas among staff and gathering of teacher feedback and/or input on state and district curriculum instruction
- Serve as a part of the Textbook Committee during the adoption cycle
Responsibilities: Attend meetings of the advisory board, share information at their respective buildings, gather input from colleagues to share at advisory meetings, participate in the textbook adoption process.
Resources: The advisory board utilizes Title II Funds for Professional Learning and the district coordinator’s departmental budget.
Membership: Membership includes 2 teachers from each elementary site, one primary grade teacher (K - 2), and one upper elementary teacher (3-5).

Gateway to Technology Advisory

The purpose of this Advisory Board is to provide a communication link and support between the district, building staff and community.
Focus: This advisory board is designed to provide community connections, resources, and advice from leaders in the industry to the enhancement of the Gateway Pre-engineering program. All decisions must be aligned with the Norman Public School District Board of Education and Career Tech policies and procedures, including the District’s Strategic Plan.
Outcomes/Tasks:
- Develop short and long-range goals which target identified academic needs and resources across school sites and/or the district strategic plan
- Sharing of ideas among staff and community members to gather feedback and/or input on district curriculum and instruction
Responsibilities: Attend meetings of the advisory board, share information from their respective buildings, share information from professional development opportunities within the Gateway Pre-engineering community.
Resources: The advisory board utilizes Career Tech funding for Professional Learning.
Membership: Membership includes the Gateway Pre-Engineering teacher from each middle school site, the Science Coordinator and community partners
