    Before requesting a transfer, parents should understand they are responsible for providing transportation for their child to and from school, and the transfer may be revoked by the school principal if the student’s attendance (absence including tardies and/or early checkouts), and/or behavior reach an unacceptable level.

    Customarily, the district is unable to make transfer decisions on new transfer requests until the following year's projected enrollment is received near the end of May or even as late as the beginning of school in August.

    There are two types of transfer requests: 

    • Intra-district - for students who already live in the Norman Public School District boundaries but request to attend an NPS school that is not their home school.
    • Open - for students who live outside the Norman Public District boundaries but request to attend an NPS school.

    General Information on Transfer Requests

    Transfer requests must be renewed annually.

    Intra-District Transfer requests may be requested by filing an application for transfer of school site within the NPS district. Parents must reside within the NPS district boundaries before applying. Parents of multiple children seeking placement must submit a separate application for each child. Please keep in mind that: 

    • Intra-district transfer requests are not required for Pre-Kindergarten students. 
    • Transfer requests for kindergarten students generally cannot be acted upon until after confirmation of enrollment, which occurs in early August. This is because kindergarten enrollment is historically high and students who live in the attendance area must be accounted for prior to accommodating any transfer requests. 
    • Students in grades 9-12 who play varsity sports should check OSSAA eligibility requirements prior to applying for a transfer. 
    • Transfers may be denied based on capacity, attendance, and/or discipline issues.
    • Parents who are awaiting action on a pending transfer should enroll their child in the school that is located in their attendance area. 

    Open Transfer

We do our best to welcome additional students to our district whenever it is possible. Norman Public Schools makes decisions about student transfers in accordance with district policy and state law.     • The state Department of Education requires that the following form be completed to apply for a transfer: Student Transfer Application
    • Parents who need access to technology to print or complete the form can visit the Administrative Services Center located at 131 S. Flood.
    • Decisions about transfers for the 2022-2023 school year will be made by August 1, 2022. We will contact parents directly about the approval status of their child’s transfer. 
    • Open transfers are accepted on a first-come, first-served basis. Students who attended the district on a transfer during the 2021-22 school year will be automatically accepted pending approval from the district. The law also gives preference to children of active-duty military personnel. 
    • To accept a transfer, enrollment in the grade the parent requests must be under the district-established capacity. The district’s capacity and vacancy numbers for each grade and school can be found using the Open Transfer Capacity and Availability linked on this page.
    • Transfers may be denied based on capacity, attendance, and/or discipline issues.
    • Transfers for siblings will be considered separately. 
    • If the grade a student requests is over capacity, he/she will be offered the opportunity to be placed on a waiting list. 
    • Transfer students must abide by eligibility requirements established by the Oklahoma Secondary Schools Activities Association (OSSAA) for OSSAA-sanctioned activities.

How to submit a request

  • Submit a transfer using the correct link from any internet device. Submitted forms are delivered electronically to Student Services. You will be notified by email when a transfer decision is made.
